DR. DAVID L WYLIE III

Dr. Dave Wylie retired from the Special Operations Community in 2009, after 27 years of service. With over 30 years of practical experience in implementing training, Dave is recognized a subject matter expert on the analysis, design, development, implementation, evaluation of training programs.
Upon retirement, Dave joined Strategos Consulting, LLC as Chief Operating Officer to provide professional services, training and education to both U.S. military personnel and industry as part of the U.S global effort to combat terrorism. Dave is directly responsible for the growth of the company and execution of business objectives. Dave oversees organizational development processes and systems, performance management, change management processes, training and development, and other facets that impact the culture of the organization.
Dave has directed cross-functional teams in preparing qualifications, technical responses, and cost estimates in response to Requests for Proposal (RFPs) for both commercial and government clients. An expert in government contracting and proposal writing Dave has established a  formal process for preparing bids and proposals, to ensure all deliverables are compliant to FAR bidding specifications, completed in a timely manner, and reviewed for executive approval.
Dave has designed, developed, maintains and monitors curriculum materials using the Instructional Systems Design methodology for over 25 training programs for Department of Defense and industry clients. Further, he has built and lead the learning and development knowledge management process to improve performance, competitive advantage, innovation, the sharing of lessons learned, and the integration and continuous improvement of the organization.
While in the Service Dave held the distinct honor of being the first Special Warfare Combatant Craft Crewman Chief Warrant Officer in the Navy. He holds a BS degree in Workforce Education and Curriculum Development from Southern Illinois University and a Master of Management and Master of Education degrees from the University of Phoenix and a Doctor of Education with a Specialization in Adult Education from Capella University.
